About Trade Remedies Deputyship

​​​​​​​ The Trade Remedies Deputyship is responsible for protecting the local industry in KSA from harm caused by dumped and subsidized imports and harm resulting from the increase in imports. Furthermore, the Deputyship shall protect it by imposing measures against these imports and defending the Kingdom's exports through trade remedies procedures in WTO agreements, namely, the Anti-Dumping, Subsidies and Countervailing, and Safeguards Agreements. It also represents KSA in the World Trade Organization and the Standing Committee for Combating Harmful Practices in International Trade at the GCC General Secretariat and the League of Arab States. In the investigations and issues of trade remedies, GAFT provides advice, assistance, programs, and awareness guides to exporters and producers in KSA.


Missions

  1. ​​​ Trade Remedies Investigations
    • Under the Saudi Law on Trade Remedies in International Trade: Receive and investigate complaints of trade remedies from Saudi industry, including Anti-Dumping, Subsidies and Countervailing, and Safeguards measures, and conduct investigations till the final recommendation of investigations including the recommendation to impose final trade remedies measures on KSA imports.
    • ​Under the GCC Common Law on Anti-Dumping, Subsidies and Countervailing, and Safeguards Measures: Assist the Saudi industry in filing complaints about trade remedies at the GCC Technical Secretariat Office. In addition, participating as a representative member of the Kingdom in the GCC Standing Committee concerned with opening GCC investigations to recommend results, including imposing final measures for trade remedies among the GCC countries.
  2. Defend Saudi exports in international trade remedies cases:
    • Participate as a party involved in investigations by foreign countries into the Kingdom's exports as a representative of the Kingdom and provide legal defenses in investigations against Saudi exports.
    • Provide technical assistance to Saudi exporters to defend their interests in case of such investigations.
    • Represent the Kingdom in hearings before the authorities of member states and conduct consultations and negotiations regarding the defense of Saudi exports.
    • Deal with embassies of foreign countries, the Kingdom's embassies, commercial attachéships, or any other entities inside and outside the Kingdom, in addition to the procedures required for such investigations.
  3. Represent the Kingdom before international organizations in terms of trade remedies:
    • Represent the Kingdom in international disputes related to trade remedies and international litigation procedures related to international trade remedies issues.
    • Represent the Kingdom in the meetings of the GCC Standing Committee for Combating Harmful Practices.
    • Attend World Trade Organization meetings on trade remedies, and participate in the organization's ad hoc meetings and regular biannual meetings.
    • ​Participate in meetings of the League of Arab States on trade remedies issues and any local and international forums or conferences on international trade remedies.
  4. Awareness of the role of international trade remedies :
    • Conduct workshops and training courses to raise awareness of Authority's and Deputyship's role in trade remedies, issue manuals and awareness brochures on trade remedies, hold workshops in Saudi universities, business councils, and Saudi chambers of commerce, and publish trade remedies issues through audiovisual media, social media, and the internet.
    • ​Hold workshops to exchange experiences with other countries in the field of trade remedies
  5. Prepare the laws and regulations of trade remedies in the Kingdom:​
    • The Deputyship shall prepare or amend regulations and laws pertaining to international trade remedies and submit them to the competent authorities in the Kingdom.
  6. Trade remedies Advisory:
    • ​The Deputyship is the sole government authority to provide advice and recommendations on international trade remedies to government entities in the Kingdom.
  7. Undertake any other tasks assigned thereto in their field of competence.
